Puerto Rico's vehicle and traffic law (Ley Núm. 22 de 2000, the Ley de Vehículos y Tránsito de Puerto Rico) requires that any vehicle operated on public roads be registered and authorized by the Department of Transportation and Public Works (DTOP). That's the key distinction between a golf cart and a street-legal Low-Speed Vehicle (LSV): a basic golf cart that tops out around 15 mph is not street legal and is limited to private property such as golf courses and gated communities, while a plated, registered LSV can be driven on public roads where the law permits.
An LSV (or NEV) is a four-wheeled vehicle capable of more than 20 mph but not more than 25 mph, built to the federal FMVSS 500 standard with a conforming 17-digit VIN and factory safety equipment. LSVs are typically allowed on roads posted 35 mph or less — and because Puerto Rico's urban default speed limit is 25 mph, most town and neighborhood streets are a natural fit. LSVs should not be driven on rural highways (often 45 mph) or expressways.
Rules can change and enforcement varies, so always confirm the current requirements with DTOP/CESCO and your local municipality before driving on public roads. This page is general information, not legal advice.
To drive a cart on Puerto Rico's public roads it must be plated and registered through DTOP. In practice that means bringing the vehicle to CESCO for a physical inspection to qualify for a private license plate (tablilla privada), completing an emissions/safety inspection at an authorized station, paying the applicable fees at Hacienda, and carrying insurance. Once approved you'll receive your registration sticker (marbete) and license plates, which must be displayed front and rear.
You'll generally need proof of ownership or title, proof of identity, an insurance certificate, and the inspection paperwork; carts imported from the mainland U.S. may also require proof of any import duties. A valid driver's license is required to operate an LSV on public roads. Because a standard golf cart lacks the federal certification and VIN of a factory-built LSV, the practical path to a plated, road-legal cart is buying one manufactured as an LSV from the start — call and we'll confirm which models are LSV-ready.
Puerto Rico's golf cart culture is centered on master-planned and resort communities. Palmas del Mar in Humacao — a large gated development on the southeast coast — and Dorado Beach are the best-known hubs, with carts used to move between neighborhoods, beaches, restaurants, and amenities. The islands of Vieques and Culebra are also popular for cart use.
Inside private, gated communities, carts are typically driven under the community's own rules (for example, Palmas del Mar sets a minimum driver age and equipment requirements) rather than full public-road LSV rules. If you'll drive outside the gates on public streets, you'll need a plated, registered LSV. Tell us how and where you plan to use the cart and we'll match you with the right setup.

A standard golf cart (around 15 mph) is not street legal in Puerto Rico and is limited to private property such as golf courses and gated communities. Only a plated, registered Low-Speed Vehicle (LSV) that runs 20–25 mph and meets the federal FMVSS 500 standard can be driven on public roads. Under Ley 22-2000, any vehicle on public roads must be registered and authorized by DTOP, and LSVs are generally allowed on roads posted 35 mph or less.
Register a plated cart through DTOP: bring the vehicle to CESCO for a physical inspection to qualify for a private plate (tablilla privada), complete the emissions/safety inspection, pay the fees at Hacienda, and carry insurance. You'll then receive your marbete and license plates, displayed front and rear. You'll need proof of ownership, ID, insurance, and a valid driver's license to operate it on public roads.
